This one is tough. Initially, too thought confessional however, I am going to guess: pasta noodle dryer. I think the flat bottom surface, might be where dough could be kneaded, and noodles hang over the top portion.
I am thinknig of it could be something that was used like in the turn of the century and it was a household practical piece of furniture. Could it be something that you hang your clothes on for the night before off to work the next day?
