Most obviously it looks like a globe, but I think that's too easy of an answer.
I think it's some type of device used to calculate the phases of the moon as well as the length of sunshine hours, so that crops might be planted and harvested in a timely manner.
I too think this globe was used for predicting astrological charts and the bands assisted in plotting the stars.
