I think it's a sauce dipping bowl. At least it's pretty enough to be one.
Just a pretty blue sail-themed basket. Use it for any l'il ole thing.

I'm going to say a ring/jewelry holder. Honestly, this one does have me pretty stumped, that's the only thing I could think of.
