I don't know what you call it, but I think it's the thing you put on the floor to help you remove your boots.

I think it's a paper weight. It's makes a great coversation piece.
While I want to guess that it's a fancy brass bag clip, I think brideane is right and it's a doorstop.
We used to have an umbrella when I was a kid that had a head like that as the handle. We fought over who got to use it.
