    my guess is a puller that grabs an object like a chunk of ice and allows you to pull it towards you . Maybe used in the early days when an Ice truck delivered ice to homes for their ice boxes :) ??

    I think it's a measuring scoop of some type. It's tough without knowing the scale, but there is a big 1/3 on the middle of the handle.
